Ratings - Community health services for children, young people and families
Our view of the service
Torbay and South Devon Foundation Trust provide children and young people community health in Devon and Torbay (excluding Plymouth) where they provide integrated , specialist care services for children and young people who have a range of needs including behaviour, complex physical health, physical disabilities, early years developmental delay, sensory and neurodiversity. This is provided for children living in Devon and Torbay (excluding Plymouth) in their homes, in schools and other parts of the community that children access. Date of assessment 5 November to 11 November 2024. We reviewed Safe, Effective, Responsive, Caring and Well-led key questions. All key questions are rated as good. However, the provider needs to ensure staff have access to additional training in understanding the needs of children with a learning disability and autistic children. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
People's experience of this service
The provider had developed the service in line with the key principles of choice, independence and inclusion. The service was person-centred which was demonstrated in how staff knew every person they cared for, what was important to them and the best way to provide care for them. Families told us they were very happy with the care and support they received. Staff were supportive through the complaints process and encouraged families to provide feedback. Staff knew how to support and care for children and young people and were confident about having conversations with people about their needs. Staff created care plans which clearly showed children’s needs, that relatives had provided input and other agencies had contributed expertise. Families told us they felt safe and listened to by staff. Families told us support from the team had helped them have a better understanding of their young person’s needs and team working had improved. The referral process to receive care was easy and families were introduced to their care team early in the process. Families were provided with information and guidance and found the teams to be professional and engaging with children, young people, and their siblings.
