We carried out this assessment following information of concern around scanning times and due to the aged rating.
We inspected 14 quality statements across safe, effective, responsive and well-led key questions and have combined the scores for these areas with scores from the last inspection to give the rating.
We found 2 breaches of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, in relation to Regulation 12: Safe care and treatment and Regulation 17: Good governance. The service did not always use incidents, complaints and risks to learn and improve. Health and safety and infection prevention and control were not well-managed. This meant risks were not always removed or mitigated for patients. Staff did not always receive appropriate training to carry out their role effectively and safely. The provider did not have effective governance systems in place to monitor and improve the quality of the service. Policies and procedures in place did not support the delivery of effective care. However, the service made sure there was continuity of care, including when people moved to other services. Leaders were visible within the service and staff felt they were approachable. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been conducted.
